No. You are never charged while you’re on the Free Plan.
The usage dashboard may show an estimated dollar amount, but this is only what your usage would cost if you upgraded to the Developer tier. Free Plan usage is always free.
You can use the API up to the Free Tier limits without owing anything. If you exceed those limits, the API will simply return a 429 rate-limit error, not a charge.
